Story
During World War II, crooked officials in a small town mistakenly imprison an innocent woman on charges of treason. That action indirectly leads to the death of another woman. The dead woman's brother, furious at the city for causing his sister's unnecessary death, sets out to "teach everybody a lesson" and foolishly tampers with the city's water supply. Rumor, innuendo and panic spread across the town, eventually leading to more phony arrests, riots and vigilantism.
