Story
The street thieves have special abilities which makes their capture difficult. But they're eventually captured an taken into custody. Sky is upset he isn't the Red Ranger. A Squad fends of an attack and leaves B Squad to follow up. Kruegger makes an offer to the street thieves to get them out of detention, Z accepts while Jack refuses. Z joins B Squad and soon B Squad is attacked following up. Jack finally accepts Kruegger's offer and joins B squad as the Red Ranger.
