Story
MI6 Clayton Reeves calls NCIS and tells them that he is in Philadelphia looking for a missing MI6 agent and while looking for him, he found a dead sailor. He thinks the dead sailor might be connected to the missing agent. So Gibbs sends Bishop and Quinn to help him. Quinn tells Gibbs he shouldn't send because of what happened to her the last time she was there. But Gibbs tells her to go. Reeves tells them the missing agent was looking for a missing weapon so Torres and McGee try to locate an arms dealer to find out what he knows about it. But he's unwilling to say. And sure enough while in Philly Quinn has a flashback to the incident that made her leave fieldwork.
