Story
Tobi is training for the village swimming competition. Main rival Willem Baksteen's mean dad and coach Fred rigs Tobi's swimming pool lane electrically. The vain commissioner is preoccupied with the prospect of having his effigy used on a stamp. His cops catch him stealing, but he coaxes the commissioner by asking him as championship honorary president.
