Story
Cool petty crook Jacky and his airhead accomplice Peggy plan to tap petroleum from the pipeline which runs trough town. Figuring the sweets-shop is the safest place, they take the Fonkel grandparents hostage, pretending to Mieke they are on holiday at sea. While the commissioner blew the precinct's utilities budget on a HiFi for his absurd rock ambition in Elvis costume, Toby notices the grim weather report doesn't square with a fake call home.
