Story
Dodgy entrepreneur Sam Meerlap pretends to treat industrial waste, but actually dumps it in the local wood. He intends to use his ill-gotten profits to build a villa in the rain-forest. The commissioner is obsessed with cuckoos. Granddad has invented a weather modifier, which he tests in the wood. Thus the barrels are found, but the commissioner simplistically jails the plant owner, Rudi. When the constables catch Sam in the act, he takes Toby hostage.
