Story
While Migrain basks in his reputation as toughest commissioner because of zero-tolerance-fining, a criminal mastermind sends his accomplice Della Cruella to steal the plans for a secret weapon of defense confided to his precinct for safekeeping. Volunteering to help sort fine slips Della soon gets Toby and the boss to rival for her attention. Mieke's attempt to ape her and accusations she must have a hidden motive are discarded as jealousy, waterworks after a formal accusation once overheard talking to her boss allow Della to make the commissioner prove he trusts her by telling her the code. Mieke catches Della in the act- but is jailed herself.
