Story
Counterfeiter Mark and his accomplice play ghost, so they can scare shopkeepers away and plant their fake money. The commissioner is to busy dictating his memoirs to Toby to pay any attention to the ghost sitings. He orders the butcher, baker, grocer and even grandma arrested as a 'criminal network'.
