Story
Commissioner Emiel Migrain orders the precinct cleaned to perfection as it's about to be inspected by the feared chief commissioner Manz. He hopes to make a good impression by arresting the director of Circus Manzini, the arrival of which started a wave of thefts, but has no proof for his faulty prejudice and Manzini is the stage-name of Manz's brother! Toby can't join Mieke at the circus, invited as part of her grandparents' 40th wedding proposal anniversary celebration, as he must stand guard.
